Construction Safety Advisor

Position Summary:
A number of Data Center projects are currently underway in the Netherlands. These projects involve the management of significant high risk activities including extensive excavation and temporary works, segregation between pedestrian and vehicle movement, works at height, lifting and lowering large heavy prefabricated components and live energies as well as the overall safety planning, management, co-ordination and auditing for these issues and overall safety management planning.  

A General Contractor (GC) has been appointed to the projects. Overall responsibility for site Health & Safety planning and management will be by the appointed GC.   In addition to its statutory Health & Safety obligations, the client wishes to ensure that the highest standards of Health & Safety management are implemented across all construction projects. In this context, and given the scale and nature of the proposed works, the client wish to appoint an independent Construction Safety Adviser to represent them, and assist and support the GC in implementing their Safety Standards in line with existing safety management systems and procedures across the construction site.      

It is emphasized that the proposed role of the client adviser is intended as collaborative and supporting that of the main contractor.  The contractor will maintain responsibility for all aspects of safety management on site.  

Role and Responsibilities: 
  • Ensure the campus complies with the all national statutory Health & Safety requirements for the projects 
  • Support the roll out and implementation of the client’s safety standards through active and positive engagement with the GC; Actively support the GC in compliance with these standards  
  • Provide guidance and support assistance to the campus team in the effective implementation on their role and duties for the project 
  • Support the implementation of best practice safety standards where practicable 
  • Develop a strong communications infrastructure across the project with the active engagement of all parties 
  • Enhance and improve existing construction safety management procedures through a visible on-site presence, and through active participation in all aspects of day-to-day Health & Safety management on the projects 
  • Participate in safety auditing process across the project through involvement and support to the GC; provide reports and progress updates on all aspects of safety management for the project to the client as required   
  • Provide an independent review of construction Health & Safety management procedures in place for each project; with a view to cross-evaluation of projects, sharing lessons learnt / best practice, and driving continuous improvement across the construction supply chain.   
  • Participate in cross project reviews and evaluations of lessons learnt for client projects with other safety advisers  

Desired Experience and Education  
  • Strong confident safety practitioner with senior management experience in large scale construction projects 
  • Minimum of 10 years’ experience in a senior role with formal qualification in health & safety management; with relevant experience in construction Health & Safety management
  • Extensive experience in contractor communications, and liaising with design teams, and other project professionals.  
  • Relevant Health & Safety Membership of recognized organization (e.g. the Institute of Occupational Safety & Health (IOSH); preferably at chartered status (or recognized equivalent)
  • Strong communication skills with associated excellent reporting skills
