HSQ (Health, Safety & Quality) Officer

O'Neill & Brennan are recruiting for a HSQ (Health, Safety & Quality) Officer for a main contractor who carry out work across a number of sectors including Data Centre's, Commercial, Industrial, Residential, Healthcare etc. The successful candidate will be based in Ballycoolin, Dublin 15.

Safety Officer Duties will include:

  • Develop, monitor, implement and audit Health and Safety procedures / policies and the overall HSQEMS System within the company to ensure compliance with legislation, best practice and Safe-T-Cert requirements.          

  • Responsibility for developing, monitoring and compilation of the occupational health, safety and environmental aspects as main contractor and PSCS across a number of construction sites.

  • Provide information, advice and support to the management teams and sub-contractors on all aspects of Occupational, Health & Safety and Environmental issues.

  • Keep updated with legislation and best practice, advise colleagues of changes where required.

  • Work effectively with the Project Manager and Construction Team to oversee the safe day-to-day operations across various construction sites.

  • Develop Construction Stage Health & Safety Plans, Induction Packs, Method Statements, Risk Assessments, Traffic Management Plans, Waste Management Plans etc. for each project. 

  • Compile site Safety Management System (SMS) folders for each project and ensure all documentation is recorded, updated and filed correctly in accordance with the certified SMS throughout the lifespan of the projects, such as inductions, training records, machine certification and inspections, permits, RAMS etc.

  • Conduct site safety inspections, audits, identify hazards and ensure risk assessments and risk controls are in place as required, issue inspections to site management where required and ensure timely close out of same.

  • Deliver Health & Safety inductions for new employees and sub-contractors working across various sites

  • Liaise with sub-contractors across various projects to ensure timely receipt of the required health and safety documentation, review all sub-contractor's safety documentation, organise all documentation on sites prior to sub-contractor commencement.

  • Conduct health and safety meetings on site with sub-contractors, hold toolbox talks across various sites.

  • Attend client / design team meetings on behalf of the company. Provide on-going support to the client on any health and safety issues.

  • Liaise with PDSP across projects and accompany / facilitate PSDP with site inspections.

  • Reporting of accidents, incidents and near misses and complete internal investigations.

  • Conduct white-board meetings with clients and sub-contractors.

  • Compile prequalification's for tenders.

  • Ensure that the site safety information boards are set up and maintained with current information.

  • Compile project information for submission to the design team such as technical submittals, request for information documents etc.

  • Organise access and delivery requests for projects were required.

  • Compilation of documentation for Road Opening Licenses and associated applications for Road Opening Licenses via the MapRoad Licensing Platform.

  • Develop safety reports and statistics as part of weekly project reports across various projects. 

  • Compile Safety Files for each project including Irish Water Handover Files.

  • Coordinate the organisations statutory requirements in terms of plant and machinery FAPPE, lifting equipment etc., organising GA1 certifications etc. 

  • Liaise with various county councils regarding hoarding licences, road opening licences etc.

  • Monitor employee training requirements and work with HR to ensure all personnel have adequate training for their tasks.

  • Prepare a submission for the annual NISO Safety Awards (Received a Distinction Award in 2020 & Higher Distinction Award in 2021)

  • Responsibility for ensuring compliance with Safe-T-Cert and completing an annual audit with Safe-T-Cert.

Safety Officer Requirements:

  • Third level qualification in health & Safety

  • Safe Pass

  • Construction Experience

  • Excellent IT skills with proficiency in the Microsoft Suite

  • Ability to prioritise work requirements and handle multiple tasks

  • Full clean driving licence

  • PSCS Certification &
