Advanced and Enabling Works Manager

MetroLink invites applications for the role of Advanced and Enabling Works Manager for the MetroLink Programme, the largest ever transport infrastructure project undertaken in Ireland.
The Advanced and Enabling Works Manager will be central to the delivery of the MetroLink programme, overseeing vital works like environmental, demolition, and utilities that will prepare the way for the main civils works contracts.
This role involves leading the coordination and management of these contracts, working closely with the Project Delivery Partner. Key responsibilities include managing a broad range of stakeholder relations, while overseeing the safe and timely delivery of the Advanced and Enabling works.

About MetroLink

MetroLink is a transformative piece of public transport infrastructure unmatched in Ireland. The system offers a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. Integral to its design is the interlinking of multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area.
Additionally, MetroLink creates direct links to primary destinations like Ballymun, the Mater Hospital, the Rotunda Hospital, Dublin City University, and Trinity College Dublin.
The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with a potential frequency increase to a service every 90/100 seconds by 2060. It can cater to 20,000 passengers hourly in each direction, a significant leap from the existing Luas Green Line’s 9,000 passenger capacity. When finished, the expected annual ridership will reach 53 million passengers, providing unprecedented convenience with an approximate 25-minute commute from Swords to Dublin city centre. The MetroLink rail system will be fully automated, driverless train operations, with full segregation from other traffic.

Key Responsibilities

· Coordinate and manage the delivery of Advanced and Enabling Works contracts in collaboration with the Project Delivery Partner from the mobilisation to the completion of the works.
· Liaise with heads of departments to ensure appropriate resource management.
· Manage the liaison with statutory bodies, local authorities and other stakeholders including the business community in relation to the completion of advanced and enabling works.
· Oversee the handover of Advanced and Enabling works contract to the Main Works Contractors through the Programme Delivery Partner.
· Deliver consistent contract management, including contracts scope, schedule and costs.
· Identify emerging or systemic problems and proposals leading to resolution
· Ensure best value for overall project commercial decisions for advanced and enabling works.
· Work closely with the designer to ensure H&S requirements are assessed including risk assessment and pre-construction health and safety information.
· Support a collaborative culture which enables high performance by encouraging innovation and knowledge sharing between TII as the client and the supply chain.
· Ensure compliance with EU, National and TII corporate procurement policies and procedures.
Key Skills & Experience
· Direct experience of highly complex large civil engineering capital investment programmes.
· The successful implementation and delivery of managing enabling works and/or utility diversion works of a scale equivalent to the AEW contracts (min. €20m in value).
· Risk, Opportunities & Value Management.
· Delivering engineering solutions and results in dynamic urban environments.
· Project management and the ability to communicate effectively across all levels.
· Experience of successful engagement with a wide range of significant external stakeholders including statutory bodies, local authorities, utility companies, contractors and other.
· Talented people manager, with line and performance management experience capable of driving and motivating a team.
· Contract Management/Administration – NEC conditions of contract desirable (or GCCC/FIDIC/bespoke as possible alternatives), plus contract negotiation skills, contract administration, cost management and change control.
· Experience gained within safety critical infrastructure environments such as metro / rail would be desirable.
· Delivery on behalf of public bodies and experience of procurement including EU Directives and the evaluation of significant contract tenders is desirable.
· BA /BSc Hons, Engineering, Quantity Surveying, or related discipline.
· MSc or equivalent in a related discipline would be desirable.
